We have an year end review template and several business return templates. We want to move the tasks from the year end review template into the business return templates. Does anyone know how to do this?

Unfortunately there is no easy/straight forward way..
There is this related feature idea request:
Otherwise the only way is to:
- Create two pieces of work from the templates you wish to combine
- Copy the tasks from one template to another (Import tasks or Copy tasks)
- Save as Template from Work item menu
