We recommend setting you tax workflow start date to be the moment you can start the work (e.g. January 1st or so) and the due date when the work has to be completed (e.g. April 15). Set the work on a schedule so that all future work items will always have the same statutory start and end dates. Then, create an extension section in the workflow that has an automator that once the section is completed moves the work status to Waiting - Extended status. This gives you the option to move any tax work item to extension while preserving all the work that had been done thus far. Once you are ready to work on the work item again (e.g. August), just continue working on the work and the next section you complete will move the work via the automators into the appropriate work status. With the work start and due date fixed, you can also move out the due date to the extension due date (e.g. Oct. 15) while ensuring that the future work items aren't impacted.
